Breaking changes

• Capability-based authorization is removed; access tags are now the only authorization mechanism. Any role that granted access via capabilities must be migrated to equivalent access tags. The commons.roles.capabilities column is dropped.
• Notification channels are now loaded from config.ini, you have to move your existing channels manually using this script: https://gitlab.dev.altworx.com/erlang/utils/notification-channels-migration-scripts/-/releases
