Changelog for Altworx 26.18.0

Altworx now requires Runbox 26.0.0 and Toolbox 8.0.0. Scenarios need to be upgraded to these versions; scenarios built with older versions will stop working.

Proxy environment variables now apply to every outbound HTTP request Altworx makes. HTTP_PROXY and HTTPS_PROXY used to reach only push notifications, SMS and SSO sign-in; e-mail sent through the API mailer adapters (Mailgun, Sendgrid, Postmark, Amazon SES and the others) went out directly and now goes through the proxy. Altworx also reads NO_PROXY now, so list hosts that must be reached directly there.
